Two modalities, not an order from the app
VERI*FACTU sends the billing records. NO VERI*FACTU keeps them and does not send them. That choice is a modality. This page does not say which one the law requires in your case.
What separates the two modalities
Under VERI*FACTU the system sends the records to the Spanish Tax Agency. Under NO VERI*FACTU the system keeps the records, with their integrity, and does not send them. The taxpayer chooses, and if a firm keeps the books, you agree it with them. It does not follow just from using a program.

What Factura Fácil does

Does the app force you to send records?
No. It sends if you turn that submission on. You choose the modality: this page does not say which one the law requires.
Does NO VERI*FACTU allow repeated numbers?
No. Not sending does not loosen numbering or the duty to keep the record.
